Romania: RATB endangers the life of passengers by not using safety management systems

On May 10, 2012, three trams of Bucharest public transport operator, RATB, collided causing an accident with 92 injured. Until the publishing of the present material, RATB’s General Manager, Viorel Popescu, could not be contacted by phone to offer information.
According to the operator’s press release, the three trams meet technical and traffic safety conditions and were submitted to all specific technical revisions. RATB set up a technical commission to establish the causes of the accident and it will take all legal measures necessary depending on the results of the investigation.

Nevertheless, it should be mentioned that the light rail line is not equipped with signalling or safety management systems which are extremely important in situations such as this and over the past years the transport company has not announced any tender for the acquisition of such systems. Another problem is RATB’s fleet of rolling stock. According to the web site of the General Municipality of Bucharest, the “priority projects” chapter says that EUR 36.3 Million are necessary for the refurbishment of 126 simple-articulated TATRA T4R trams. The state will grant EUR 18.15 Million and the remainder comes from an EIB loan.
RATB has a rolling stock fleet of 507 trams serving 143-km of double track. As for the acquisition of new vehicles, in the near future, RATB will not be able to implement such a project because there are no funds although investment projects are promoted in the city, but not in urban transport. “Bucharest needs 400 new trams and we don’t have the money to buy them, since one tram costs EUR 2.5 Million”, declared the General Mayor of Bucharest, Sorin Oprescu, in an TV interview.
According to the Romanian Railway Industry Association, it is necessary to analyse all the factors which have permitted the occurrence of this incident. “Although the accident in Lujerului Underpass can be considered a system accident and the driver a victim of the system, the first directions of the investigators focused on identifying a scapegoat. We believe that the accident cannot be tagged as a road accident and that is why all factors contributing to this incident have to be analysed.

We must not forget that the congestion of tram lines is not seldom and each time traffic is not managed to avoid collision. AIF demands RATB to accept the implication of the Romanian Railway Authority in investigating such unfortunate events (following the example of railway and underground transport), to introduce new tram traffic dispatching systems, tram protection systems and to finalize the acquisition of new trams equipped with technologies compliant with European standards”, shows an official press release signed by AIF’s Secretary General, Ştefan Roşeanu.
